The Previous Reviewer was, perhaps, unwell?
This is an acknowledged masterpiece, and everyone should see it at least once.
It is based on the novel BADGE OF EVIL by Robert Allison "Bob" Wade (1920-2012) and H. Bill Miller (1920-61) using the pseudonym Whit Masterson.
The screenplay is by Orson Welles. who also directed this film noir classic.
It has its flaws as everyone including Orson and Chuck Heston would agree. But it is a masterpiece, nonetheless.

Quite sad, but not the story
It's so hard to believe Heston and Welles are this bad. I only struggled to the end because I don't like leaving things unfinished.
